10.9.18 Board Meeting Recap

A Ballwin Board of Aldermen meeting was held on Monday, October 8, 2018 at 7 p.m. A few highlights from the meeting are below as selected by staff. Official meeting minutes will be posted upon approval after the next Board of Aldermen meeting.

Presentations

Finance Officer Denise Keller gave a presentation in regards to the projected revenue for the 2019 budget. She noted the increase in sales tax revenue compared to 2018 is due to the Safety Tax (or Prop P) which passed last year. Budget discussions will continue at future meetings.

Legislation

A resolution regarding a bioswale serving the new city hall passed. This means Missouri American Water Company will not be held liable in the event a water main in the easement breaks and causes damage to the structure, the City will accept responsibility.

Mayor’s Report

Mayor Pogue reported about hearing from Republic Services at a recent Municipal League meeting about the state of recycling in the region. More info will follow from the City, but no immediate changes are anticipated.

City Administrator’s Report

City Administrator Hanson outlined some recent changes made to the policy manual in reference to retiring employees.

Staff Reports

  • IT Manager Paula Reeds requested permission to pursue an upgrade to the City’s voicemail system which would also serve as the voice recording system for police department. The board approved the upgrade.
  • Finance Officer Denise Keller requested the annual transfer of 50% of the operating budget surplus be extended by one fiscal year to end on December 31, 2018 to complete the construction of the new city hall.  With this transfer, the City will be able to finish the project debt free. The board approved the request.

Closed Session

The board moved into closed session to discuss legal matters under Section 610.021(1) RSMo

The next Ballwin Board of Aldermen meeting is scheduled for Monday, October 22 at 7 p.m.
