6.26.18 Board Meeting Recap

A Ballwin Board of Aldermen meeting was held on Monday, June 25, 2018 at 7 p.m. A few highlights from the meeting are below as selected by staff. Official meeting minutes will be posted upon approval after the next Board of Aldermen meeting, at which time this page will be updated.

1.Citizen Comments:

  • Two comments were made during citizen comments. Tim spoke in regards the STL County Council election and Mike spoke in regards to the Ballwin comprehensive plan.

2. Public Hearing

  • A public hearing was held for the 2018 Community Development Block Grant. Director of Development Andy Hixson gave an overview of the program. No comments were made in favor or opposition to the matter.

3. New Legislation

  • Bill No. 3993 allowing a fire hydrant at 77 Seven Trails Drive just north of the new city hall building was approved by the board and became Ordinance number 18-07.
  • Bill No. 3994 was read once and will be added on the Agenda under ‘Old Business’ for the Board to consider at a later meeting to allow for further research and discussion. Ballwin has attempted, unsuccessfully, to purchase street lights from Ameren numerous times. The Board will continue to seek a solution.
  • Bill No. 3995 did not have a first reading, as additional changes were needed before the Bill would be ready for the Board to consider. This Bill will be presented at the next Board meeting.
  • Bill No. 3996 passed to adopt an Annexation Map Plan and authorize the City Administrator to submit the plan to the STL County Boundary Commission for review. Ballwin isn’t required to annex any area that is submitted but would be ineligible to annex any area not included.

4. Consent Items

  • All consent items passed including medical insurance renewal, Reinke road construction and liquor license renewal.

5. Staff Reports

  • Only two bids were received in regards to the purchase of a brush/wood chipper for the Public Works Department. $90,000 was budgeted and staff recommended the low bidder at $72,720. The board approved staff recommendation.
  • City staff recommended updating the current building code from the 2006 IBC/IRC  to the 2015 IBC/IRC taking into consideration approval of certain amendments as recommended by staff. The Board moved to draft legislation for future discussions as it would need to be available for resident review 90 days before action can be taken.

6. Aldermanic Comments

  • Alderman Terbrock asked about policy on flaggers during road and utility construction.
  • Alderman Bullington thanked everyone involved in Ballwin Days.
  • Alderman Leahy inquired about the vacant lot adjacent to McDonalds on Manchester.

The Board is on a modified summer schedule, meaning there will only be one meeting each month. The next meeting is scheduled for Monday, July 23 at 7 p.m.
