12.11.18 Board Meeting Recap

A Ballwin Board of Aldermen meeting was held on Monday, December 10 at 7 p.m. A few highlights from the meeting are below as selected by staff. Official meeting minutes will be posted upon approval after the next Board of Aldermen meeting.

Citizen’s Comments

  • A Ballwin resident spoke to the board about leaf collection, tree trimming, snow parking ordinances and rental properties.

Public Hearing

  • A public hearing was held in regards to the 2019 budget. One resident spoke about Prop P funds.

Legislation

  • Bills 3999-4006 were read a second time and received unanimous approval from the board. These will adopt Ballwin’s building codes to the 2015 codes (electrical code will be 2014). The new code will go into effect in January with a grace period allotted.
  • Bills 4011 & 4012 regarding the 2019 Capital Budget and Operating Budget respectively were approved. The full budget will be available on Ballwin’s website this week.
  • Bill 4013 passed regarding the execution of the Show Me Courts agreement and revising the municipal court costs schedule for the City of Ballwin.
  • Bill 4014, an SUE for Yiro Gyro to allow the sale of alcoholic beverage sales by the drink passed.

Mayor’s Report

  • In his report, Mayor Pogue proposed canceling the second board meeting in December as it falls on Christmas Eve. A motion was made and approved in regards.
  • He congratulated the finance department on receiving another GFOA award for the 2017 audit.
  • Mayor Pogue also recommended commission appointments for the Planning and Zoning and the Ballwin Historical Commissions. A motion was made, and the recommendations were accepted. One spot remains open on the Planning and Zoning Commission for Ward 3.

City Administrator’s Report

  • Interim City Administrator Bob Kuntz reminded the Board and the public that candidate filings open on Tuesday, December 11 for the April 2019 Municipal election.

Staff Reports

  • During staff reports Police Chief Kevin Scott gave an update related to Show-Me Courts and the REJIS System explaining the necessity of the later on policing operations. He explained REJIS would not be replaced as it serves a different support role.

Closed Session

  • The Board moved into closed session in regards to personnel matters under Section 610.021(13) RSMo and/or employee matters under Section 610.021(3) RSMo.
