The meeting was called to order by Mayor Pogue at 7:04 p.m.

MINUTES
The Minutes of the November 13, 2017, Board of Aldermen meeting minutes were submitted for approval.
A motion was made by Alderman Roach and seconded by Alderman Terbrock to approve the November 13, 2017, Board of Aldermen meeting minutes as presented. A voice vote was taken with a unanimous affirmative result and the motion passed.
PRESENTATION
Police Chief Kevin Scott presented Detective Jeff Southward to the Board. Detective Southward was recognized by Crusade Against Crimes of America and the Police Chief Association for his involvement in an incident that occurred on February 14, 2014, that involved a violent suspect. He received the Medal of Valor for actions during this incident.
Chris Chiodini, from design firm Chiodini, and Todd Sweeney, from Navigate, presented a detailed rendering of the proposed design for a new City Hall. Mr. Chiodini presented a sketch of the board room should the Board of Aldermen decide to incorporate the construction of a new board room at the time of the City Hall construction.
A motion was made by Alderman Stallmann and seconded by Alderman Terbrock to proceed to the next phase of the city hall project. A voice vote was taken with a unanimous affirmative result and the motion passed.
City Administrator Eric Hanson stated that the board needed to decide by the December 11th Board of Aldermen Meeting if they would like to include the building of a new board room with the new City Hall.
Further discussion between the members of the Board and staff took place detailing some of their concerns on building a board room with the new City Hall building. One primary concern was over having to take out a loan for the board room project when the City hall can be funded without a loan.
Several aldermen (Alderman Fleming, Alderman Leahy) spoke in opposition of the addition of a board room to the City Hall project. Alderman Finley was between sides.

LEGISLATION
BILL NO. 3980 2017 Budget Reappropriation
A motion was made by Alderman Roach and seconded by Alderman Leahy for a first reading of
Bill No. 3980, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 3980 was read for the first time.
A motion was made by Alderman Stallmann and seconded by Alderman Kerlagon for a second reading of
Bill No. 3980, title only. A voice vote was taken with a unanimous affirmative result and Bill No. 3980 was read a second time.
A roll call vote was taken for passage and approval of Bill No. 3980 with the following results:
Ayes – Aldermen Stallmann, Roach, Kerlagon, Finley, Fleming, Bullington, Terbrock, Leahy
Nays -- None.
Bill No. 3980 was approved and became Ordinance No. 17-31
CONSENT ITEM
- Ramsey Lane Bridge Project Construction Engineering
A motion was made by Alderman Bullington and seconded by Alderman Kerlagon to accept consent item A as recommended by staff. A voice vote was taken with a unanimous affirmative result and the motion passed.
CITY ADMINISTRATOR’S REPORT
City Administrator Hanson thanked Chief Scott for his department’s involvement with dedication for Officer Flamion and his family. He also thanked Public Works, Parks, and Administration staff for all of their combined efforts to make the dedication successful. He stated it’s great to have Mike and Sarah Flamion home. He thanked Kirsten Hochstetler and Detective Scott Stephens for working out the logistics with the Gary Sinise Foundation.
STAFF REPORTS
2018 BUDGET Finance Officer Denise Keller provided the updated 2018 budget for final Board input. Ms. Keller stated she will bring the 2018 Capital and Operating Budget to the December 11th Board of Alderman Meeting for final approval. Based on previous input from the Board during the budget work session as well as revisions made by staff, changes were made to the general fund. There was a general discussion that took place but no additional items were requested to be changed by the members of the Board.
ALDERMANIC COMMENTS
Alderman Bullington thanked Chief Scott for everything he and his department have done to represent Ballwin positively. He thanked Public Works for making the City look great. He also thanked Troop 357 for attending the meeting as they work on their citizenship in the community merit badge.
Alderman Stallman thanked Streets Superintendent Jim Link and the Public Works Department for going above and beyond to get leaves collected for a disgruntled resident. He also thanked Chief Scott for a phenomenal job representing the City and he has never been prouder to be a part of Ballwin as he was that day.
A motion was made by Alderman Fleming and seconded by Alderman Terbrock to adjourn the Board of Aldermen Meeting. A roll call vote was taken with a unanimous result, and the meeting was adjourned
at 8:00 p.m.
