The meeting was called to order by Mayor Pogue at 7:02 p.m.

MINUTES

The Minutes of the October 23, 2017, Board of Aldermen meeting minutes were submitted for approval. 
A motion was made by Alderman Fleming and seconded by Alderman Stallmann to approve the October 23, 2017, Board of Aldermen meeting minutes as presented.  A voice vote was taken with a unanimous affirmative result and the motion passed.

PRESENTATION 

Kirsten Hochstetler, Director of Marketing and Communications, discussed improving the Ballwin brand, specifically starting with an updated logo. The proposed new graphic is a simpler and modern image which strongly ties the City’s departments together as well as communicating Ballwin’s municipal and state affiliations.

 

NEW BUSINESS

LEGISLATION

BILL NO. 3979 RAMSEY LANE RIGHT-OF-WAY ORDINANCE

A motion was made by Alderman Fleming and seconded by Alderman Finley for a first reading of
Bill No. 3979, title only.  A voice vote was taken with a unanimous affirmative result and Bill No. 3979 was read for the first time.

A motion was made by Alderman Fleming and seconded by Alderman Kerlagon for a second reading of
Bill No. 3979, title only.  A voice vote was taken with a unanimous affirmative result and Bill No. 3979 was read a second time.

A roll call vote was taken for passage and approval of Bill No. 3979 with the following results: Ayes – Aldermen Fleming, Bullington, Terbrock, Finley, Roach, Stallmann, Kerlagon, Leahy;
Nays -- None. 
Bill No. 3979 was approved and became Ordinance No. 17-30        

MAYOR’S REPORT

Mayor Pogue asked that a motion be made to cancel the board meeting scheduled for December 25, 2017.

A motion was made by Alderman Stallmann and seconded by Alderman Roach to cancel the scheduled Board of Aldermen Meeting on December 25, 2017.  A voice vote was taken with a unanimous affirmative result and the motion passed.

Mayor Pogue stated the City needs more representatives from Ward 1, 3, and 4 to serve on the Board of Adjustments Committee. He stated Ward 1 representative and chairman, Jason Riegelsberger, is moving and will no longer be able to serve on the committee. Mayor Pogue stated he would like to appoint Brian Tampow, Ward 2, to serve on the Board of Adjustment Committee with a term expiring 05/24/2020.

A motion was made by Alderman Stallmann and seconded by Alderman Roach to appoint Brian Tampow, of Ward 2, to the Board of Adjustment Committee with a term expiring on 05/24/2020. 
A voice vote was taken with a unanimous affirmative result and the motion passed.

CITY ADMINISTRATOR’S REPORT

City Administrator Hanson announced that the House Dedication Ceremony for Officer Mike Flamion will be on Tuesday, 11-21-2017. He stated he expects there to be a large crowd.

City Administrator Hanson stated there has been a rise in issues regarding temporary rentals. The current ordinance does not allow for temporary room rentals and City Administrator Hanson is looking for the Board’s direction. The Board discussed residents temporarily renting rooms within their homes. The Board stated they would like additional research and information before providing staff direction.

STAFF REPORTS

UTILITY PATCHES IN THE RIGHT-OF-WAY Director of Development / Assistant City Administrator Andy Hixson and Streets Superintendent Jim Link, asked if the Board would be in favor of including a section on excavation permits that would allow utility companies, working on repairs in the right-of way, to pay the City of Ballwin to restore the road or sidewalk at the conclusion of their repair. In the past, after a repair has been made in the right-of-way, there has been a problem with work being completed that is of lasting quality and in a timely manner.   The Board agreed with Mr. Hixson and Mr. Link and directed them to add the option of paying the City restore the street and sidewalk at the conclusion of the utility company’s repair to the excavation permit.

ALDERMANIC COMMENTS

Alderman Roach stated he was going to welcome the Boy Scouts for attending the Board meeting but they had left just prior to Aldermanic comments and thanked the Marquette students who were attending the meeting.

Alderman Bullington commented that one of the Marquette students was his son and his friend Nick Dolsen who is working on his merit badge.

A motion was made by Alderman Fleming and seconded by Alderman Terbrock to adjourn the Board of Aldermen Meeting.  A roll call vote was taken with a unanimous result, and the meeting was adjourned
at 8:04 p.m.
