CITY OF BALLWIN – 300 Park Drive January 23, 2017
THE MINUTES ARE PREPARED IN SUMMARY TO REFLECT THE OVERALL DISCUSSIONS, NOT VERBATIM QUOTES. The meeting was called to order by Mayor Pogue at 7:00 p.m. Roll Call PRESENT ABSENT Mayor Tim Pogue Alderman Frank Fleming Alderman Jim Leahy The Pledge of Allegiance was given. MINUTESThe Minutes of the January 9, 2017 Board of Aldermen meeting minutes were submitted for approval. A motion was made by Alderman Finley and seconded by Alderman Roach to amend Alderman Finley’s comment on page five in the purchasing policy discussion in the second paragraph should state “Alderman Finley is hesitant to change the policy.” A voice vote was taken with a unanimous affirmative result and the motion passed. A motion was made by Alderman Bullington and seconded by Alderman Terbrock to approve the January 9, 2017Board of Aldermen meeting minutes as amended. A voice vote was taken with a unanimous affirmative result and the motion passed. PENDING ISSUES BILL NO. 3946 CONTRACT FOR ELECTRICITY AND LIGHTING FACILITIES WITH UNION ELECTRIC COMPANY D/B/A AMEREN MISSOURI City Attorney Robert Jones stated that the City is still trying to reconcile the list of streetlights and facilities that will be covered by the ordinance and recommended the matter be considered old business at the next meeting. A motion was made by Alderman Stallmann and seconded by Alderman Kerlagon to move this item to Old Business. A voice vote was taken with a unanimous affirmative result and the motion passed. NEW BUSINESSCONSENT ITEMSBudgeted items which are low bid and do not exceed expenditure estimates and/or items which have been previously approved in concept.
A motion was made by Alderman Bullington and seconded by Alderman Terbrock to accept the Consent Items. A voice vote was taken with a unanimous affirmative result and the motion passed. MAYOR’S REPORTMayor Pogue stated he sent out an email to the Board members about St. Louis County Municipal League Meeting coming up on January 26th which is being hosted by St. Ann. Contact Mayor Pogue for additional information. Mayor Pogue stated that the next Ballwin Days Meeting is February 22nd, at The Pointe. In the last couple of weeks Mayor Pogue has had the chance to Speak to several business owners throughout the City and all are reporting good sales throughout the holiday season and anticipate that to continue through 2017. CITY ADMINISTRATOR’S REPORTCity Administrator Hanson commented on an email some of the Board received from Mr. Derges. City Administrator Hanson said he will be addressing the concerns Mr. Derges presented to the board at the last meeting regarding street trees and their planting at the next staff meeting. He will bring something for the Board to consider at the next meeting. CITY ATTORNEY’S REPORTSBALLWIN CODE OF ORDINANCES CHANGES City Attorney Jones stated he has prepared changes to amend the City’s ordinances to reflect the State changes. If after looking at the changes anyone has any question or comments, they should contact City Attorney Jones or City Administrator Hanson
ALDERMANIC COMMENTSAlderman Kerlagon Stated what a great program the Employee Appreciation Dinner was. He thought highly of the Employee of the Year and how Officer Mike Flamion was named Employee of the Year and the annual award named in his honor for subsequent years to come. Alderman Stallmann Stated he had a great night at the Employee Appreciation Dinner. Alderman Finley Asked Chief Kevin Scott how many Data 911 computers were still in operations and how many Toughbooks are still needed. Chief Scott stated there are 17 total computers. There are nine Toughbooks including what the Board approved that evening and there are still eight Data 911s to be replaced. He stated he plans to come to the Board in the future to purchase four additional Toughbooks with drug forfeiture money to expedite this process. Alderman Roach Appreciated Mr. Derges attending the meeting and for participating in government. He stated it takes a lot to go through a proposal, to find what you like and don’t like and taking the time to present those ideas. Alderman Roach said he looks forward to the dialog with administration with what could be considered. A motion was made by Alderman Bullington and seconded by Alderman Stallmann to adjourn the Board of Aldermen Meeting.
