MINUTES OF THE BOARD OF ALDERMEN MEETING CITY OF BALLWIN – 300 Park Drive September 12, 2016 THE MINUTES ARE PREPARED IN SUMMARY TO REFLECT THE OVERALL DISCUSSIONS, NOT VERBATIM QUOTES.
The meeting was called to order by Mayor Pogue at 7:00 p.m. Roll Call PRESENT ABSENT
Mayor Tim Pogue The Pledge of Allegiance was given. MINUTESThe Minutes of the August 22, 2016 Board of Aldermen meeting minutes were submitted for approval. A motion was made by Alderman Bullington and seconded by Alderman Fleming to amend the spelling of Fred DeSalme in his comment on page four under Aldermanic Comments of the August 22, 2016Board of Aldermen meeting minutes. A voice vote was taken with a unanimous affirmative result and the motion passed. A motion was made by Alderman Fleming and seconded by Alderman Bullington to approve the August 22, 2016Board of Aldermen meeting minutes as amended. A voice vote was taken with a unanimous affirmative result and the motion passed. PRESENTATIONCity Administrator Hanson and Public Works Superintendent Jim Link provided a presentation of a Swaploader truck. NEW BUSINESSCONSENT ITEMSBudgeted items which are low bid and do not exceed expenditure estimates and/or items which have been previously approved in concept.
Alderman Fleming asked if Wallis Petroleum would be changing the names of the businesses. A representative from Wallis Petroleum, Mike Jordan, stated that at this time they would not be changing the name of the businesses or brand but that it may happen in the future. Alderman Roach thanked the Taylor family for being the owners of UGas and good community participants and he knows the Wallis Company has good family values and he looks forward to having them be a member of the community. A motion was made by Alderman Fleming and seconded by Alderman Finley to accept the Consent Item. A voice vote was taken with a unanimous affirmative result and the motion passed. MAYOR’S REPORTMayor Pogue announced that former City Administrator Bob Kuntz has been selected to serve on the St. Louis County Municipal Park Commission. He will be representing the 7th district for St. Louis County. Mayor Pogue announced there will be a Heroine Task Force meeting on November 15th and if anyone would like to attend to let him know and he will provide an application. CITY ADMINISTRATOR’S REPORTCity Administrator Hanson reminded the Board and audience of the Mike Flamion Fundraising Event the City is hosting on Friday, September 16th in Vlasis Park. He is encouraging everyone to come and show their support to one of Ballwin’s own. City Administrator Hanson announced that he will not be at the September 26th Board meeting. He will be at the ICMA conference in Kansas City. He also stated that he expects the first budget session to take place at the first meeting in October. STAFF REPORTSEMPLOYEE COMPENSATION Denise Keller, Finance Officer, provided an overview to the Board of the employee compensation report. Should the City want to throw out two Cities that no longer meet the criteria or similarities of Ballwin, the Board will need to make this change through an ordinance. CITY ATTORNEY’S REPORTSCity Attorney Jones announced he has two litigation matters he would like to discuss in closed session. Mayor Pogue announced that Pursuant to Section 610.021 [1] RSMo, the board will meet in closed session regarding litigation and Pursuant to Section 610.021 [13] RSMo to discuss personnel matters. Adjourn to Closed Session: A motion was made by Alderman Terbrock and seconded by Alderman Fleming to adjourn to closed session to discuss employee matters. A roll call vote was taken with the following results: Ayes: Aldermen Terbrock, Finley, Roach, Stallmann, Fleming, Leahy, Bullington, Kerlagon Nays: None The motion passed to adjourn to closed session at 8:05 p.m. The Board reconvened in open session at 9:46 p.m. Mayor Pogue reconvened the open session.
A motion was made by Alderman Fleming and seconded by Alderman Terbrock to adjourn the Board of Aldermen Meeting. A roll call vote was taken with a unanimous result, and the meeting was adjourned at 9:50 p.m.
