MINUTES
The Minutes of the March 28, 2016 Board of Aldermen meeting minutes were submitted for approval.
A motion was made by Alderman Terbrock and seconded by Alderman Bullington to approve the March 28, 2016Board of Aldermen meeting minutes as presented. A voice vote was taken with a unanimous affirmative result and the motion passed.
The Minutes of the March 28, 2016 Board of Aldermen Closed Session meeting minutes were submitted for approval.
A motion was made by Alderman Roach and seconded by Alderman Leahy to approve the March 28, 2016Board of Aldermen Closed Session meeting minutes as presented. A voice vote was taken with a unanimous affirmative result and the motion passed.

A motion was made by Alderman Terbrock and seconded by Alderman Finley to approve the Consent Items as recommended by staff. A voice vote was taken with a unanimous affirmative result and the motion passed.
MAYOR’S REPORT
Elected Aldermen: Mayor Pogue congratulated the newly elected aldermen from the April 5th municipal election and the new alderman coming in. Mayor Pogue believed election results would be certified sometime this week. He stated the aldermen will be sworn in at the next Board of Aldermen Meeting on April 25th.
Proposition B: Mayor Pogue thanked the Aldermen and staff for getting information out about Proposition B. The results favored Proposition B, with about 80% of residents voting “Yes,” at the April 5th Municipal Elections.
Tons of Trucks Event: Mayor Pogue thanked the staff from Parks and Recreation, the Police and Public Works departments who came out to help with this event and for making this event successful. It was very well received and had a very large turnout. He hoped the City will be able to do this event again
CITY ADMINISTRATOR’S REPORT
Bus Shelter: City Administrator Hanson stated the issue regarding the old bus shelter has been addressed and it will be taken down at zero cost to the City. He thanked Jim Link, Superintendent of Streets, who coordinated this project in conjunction with Metro to remove the old concrete slab. This should be cleaned up in the next week or two. He also thanked staff for their efforts in helping to resolve this issue.
STAFF REPORTS
Parks and Recreation – Fireworks Display for Ballwin Days
Linda Bruer, Director of Parks and Recreation, stated $10,000 was budgeted in the Ballwin Days program for fireworks displays on Friday and Saturday, June 10 and 11, in Vlasis Park. She recommended the bid be awarded to J&M Displays.
A motion was made by Alderman Stallmann and seconded by Alderman Roach to award the contract for the Ballwin Days Fireworks to J&M Displays. A voice vote was taken with a unanimous affirmative result and the motion passed.
Public Works – Salt Bidding
Gary Kramer, Director of Public Works, stated, as has been the procedure for the past several years, he is requesting authorization to solicit bids for 320 tons of salt to be delivered in November/December 2016 and an additional 1,000 tons for early 2017 delivery.
City Administrator Hanson asked if staff not be required to seek future approval to solicit bids for salt. He asked if this was something the Board would like to continue or if this process can be removed. The staff’s preference would be to bid as normal and not to require preauthorization to bid on salt.
Mayor Pogue stated a former alderman initiated the procedure of the Board approving the authorization of bidding for salt prior to the bids being solicited. This was because once a bid goes out, the City has committed to that amount in the COOP and the city is obligated.
Alderman Roach asked if Ballwin bids for salt through the COOP, is it committed. Mayor Pogue stated that under the COOP rules, if the City submits for a bid, then the City is committed to purchase that amount.
Alderman Roach asked if this was just for the smaller of the two amounts that the City is proposing to purchase. Mayor Pogue said that was correct, Ballwin is only held to the larger amount.
City Administrator Hanson stated the surplus amount of salt is recorded as an asset on the financial statement. The City is able to track the amount of salt coming in and out of the salt dome from a liability and an asset perspective.
Mayor Pogue asked Mr. Kramer if the City is locked in on the secondary supply. Mr. Kramer said no, purchasing from the secondary source is not mandated.
Alderman Stallmann stated he didn’t see a need to do this extra step.
Alderman Roach asked if the City had ever had a problem bidding and getting a commitment and not being able to accept the product.
Mr. Kramer stated there has always been room to store all of the salt that is purchased.
Alderman Roach added that he thinks Mr. Kramer is perfectly capable to bid this item and to skip the authorization step.
A motion was made by Alderman Roach and seconded by Alderman Stallmann to authorize staff to solicit bids for salt. A voice vote was taken with a unanimous affirmative result and the motion passed.
Administration – Ordinance Revision for the regulations controlling the Parking and Storing of Recreational Vehicles
City Planner, Tom Aiken stated that the purpose for reworking this ordinance is to provide provision for parking recreational vehicles and trailers in secondary residential front yards on lots that have multiple front yards. Some residents have expressed the belief that the current limitations on the parking of these types of vehicles are unnecessarily restrictive and create a hardship for people with corner or other double frontage lots.
Mr. Aiken asked that the Board authorize him and City Attorney Jones to rewrite this ordinance for presentation to the Board at a future meeting.
Alderman Finley asked if there was a limit to how many recreation vehicles could be on the property.
City Attorney Jones stated there is a limitation on trailers.
Mr. Aiken stated it may be wise to state or limit the number of Recreational Vehicles that can be parked in a front yard.
Mayor Pogue added that there should be a combined limit on the number of trailers and recreational vehicles that may be on the property.
A motion was made by Alderman Terbrock and seconded by Alderman Finley to allow staff to rework Chapter 28 of the Codes of Ordinance as it pertains to the parking of recreational vehicles on lots with multiple frontages as recommended by staff. A voice vote was taken with a unanimous affirmative result and the motion passed.
CITY ATTORNEY’S REPORT

ALDERMANIC COMMENTS
Alderman Bullington: Congratulated Chief Scott. He also wanted to congratulate Tyler Downs, from Ballwin, who was in the USA Diving Synchronized National Championships. His team won gold medals in the 1 Meter, 3 Meter, and Platform categories. He again congratulated Tyler Downs and his family for doing a fantastic job in not only representing the City of Ballwin but also the United States as a whole.
Alderman Finley: Congratulated Chief Scott’s family for attending the Board meeting and for their anticipated sacrifice and the support of their dad, husband and son.
Mayor Pogue announced that Pursuant to Section 610.021 [13] RSMo, the board will meet in closed session regarding personnel matters.
Adjourn to Closed Session: A motion was made by Alderman Terbrock and seconded by Alderman Stallmann to adjourn to closed session to discuss personnel matters. A roll call vote was taken with the following results:
Ayes: Aldermen Terbrock, Finley, Roach, Stallmann, Fleming, Leahy, Bullington, Kerlagon;
Nays: None
The motion passed to adjourn to closed session at 7:32 p.m.
Adjourn to Reconvene in Open Session: A motion was made by Alderman Bullington and seconded by Alderman Roach to reconvene in open session. A roll call vote was taken with the following results:
The Board reconvened in open session at 8:40 p.m
A motion was made by Alderman Terbrock and seconded by Alderman Finley to adjourn the Board of Aldermen Meeting. A roll call vote was taken with a unanimous result, and the meeting was adjourned at 8:41 p.m.
