The meeting was called to order by Mayor Jones at 7:00 p.m. PRESENT ABSENT Mayor Robert E. Jones Alderman Kay Easter Alderman Press McDowell Alderman Kenneth W. Buermann Alderman Jane Suozzi Alderman Ronald L. Nichols Alderman James Robinson Alderman Mike Boland City Administrator Robert Kuntz City Attorney Lionel Lucchesi The Pledge of Allegiance was given. The Minutes of the June 25, 2001 Board of Aldermen meeting were submitted for approval. Mayor Jones amended the Closed session portion of the Minutes to show reconvening into open session after the City Administrator performance review. Mayor Jones also amended the Report of the Mayor as follows: Plans are available for anyone who would like to see them at the Chesterfield City Hall and by contacting Mayor Jones. LEGISLATION BILL # 3105 A motion was made by Alderman Suozzi and seconded by Alderman Buermann for a first reading of Bill No. 3105. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3105 was read for the first time. A motion was made by Alderman Nichols and seconded by Alderman Robinson for a second reading of Bill No. 3105. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3105 was read for the second time. A roll call was taken for passage and approval of Bill No. 3105 with the following results: Ayes – McDowell, Suozzi, Easter, Buermann, Boland, Robinson, Nicholsl . Nays – None. Whereupon Mayor Jones declared Bill No. 3105 approved and it became Ordinance No. 01-47. BILL # 3106 A motion was made by Alderman Boland and seconded by Alderman Buermann for a first reading of Bill No. 3106. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3106 was read for the first time. A motion was made by Alderman Robinson and seconded by Alderman Nichols for a second reading of Bill No. 3106. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3106 was read for the second time. A roll call was taken for passage and approval of Bill No. 3106 with the following results: Ayes – Nichols, Buermann, Boland, Suozzi, McDowell, Easter, Robinson. Nays – None. Whereupon Mayor Jones declared Bill No. 3106 approved and it became Ordinance No. 01-48. BILL # 3107 - AN ORDINANCE AMENDING CHAPTER 15 OF THE CODE OF ORDINANCES OF THE CITY OF BALLWIN BY THE AMENDMENT OF SECTION 15-5 TO INCLUDE MOTORIZED SCOOTERS.
BILL # 3108 City Attorney Lucchesi said this bill is a duplication of Bill #3107 and should, therefore, be removed. A motion was made by Alderman Robinson and seconded by Alderman Buermann to remove Bill #3108 from the records. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. BILL # 3109 A motion was made by Alderman Buermann and seconded by Alderman Easter for a first reading of Bill No. 3109. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3109 was read for the first time. A motion was made by Alderman Suozzi and seconded by Alderman Buermann for a second reading of Bill No. 3109. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3109 was read for the second time. A roll call was taken for passage and approval of Bill No. 3109 with the following results: Ayes – Easter, Robinson, Boland, McDowell, Suozzi, Buermann, Nichols . Nays – None. Whereupon Mayor Jones declared Bill No. 3109 approved and it became Ordinance No. 01-50. BILL # 3110 A motion was made by Alderman Robinson and seconded by Alderman Easter for a first reading of Bill No. 3110. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3110 was read for the first time. A motion was made by Alderman Nichols and seconded by Alderman Suozzi for a second reading of Bill No. 3110. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3110 was read for the second time. A roll call was taken for passage and approval of Bill No. 3110 with the following results: Ayes – Suozzi, Easter, Boland, McDowell, Nichols, Robinson. Nays – Buermann. Whereupon Mayor Jones declared Bill No. 3110 approved by a vote of 6-1, and it became Ordinance No. 01-51. CONSENT ITEMS Ammunition A motion was made REPORT OF THE MAYOR Mayor Jones explained that Alderman Huddleston resigned his position due to moving out of state. In accordance with the fourth class city statutes of the State of Missouri, Mayor Jones reecommended the appointment of Charlie Gatton to fill the unexpired term until the next general election. If the Board approves, Mr. Gatton would be sworn in on August 27, 2001, with the term ending on April, 2002 at the next general election. A motion was made The Board convened in open session at 8:58 p.m. A motion was made MC Alderman Nichols amended section (a) to read "which the rider normally stands". A motion was made by Alderman Buermann and seconded by Alderman Boland for a first reading of Bill No. 3107, as amended. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3107 was read for the first time. A motion was made by Alderman Nichols and seconded by Alderman Boland for a second reading of Bill No. 3107. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3107 was read for the second time. A roll call was taken for passage and approval of Bill No. 3107 with the following results: Ayes – Buermann, Nichols, McDowell, Easter, Robinson, Suozzi. Nays – Boland. Whereupon Mayor Jones declared Bill No. 3107 approved by a 6-1 vote and it became Ordinance No. 01-49. A motion was made
None. : Mr. Goetz asked if the motorized scooters are allowed to be operated in the Ballwin parks. He also spoke in favor of allowing children to push motorized scooters to an area where they can use them legally.: Ms. Pollnow spoke in favor of looking out for the children on motorized scooters and in support of the ordinance.: Ms. Florsek spoke in favor of the Police Amendment ordinance for the 2-wheel motorized scooter. She also suggested a skate board park be built in Ballwin. |
