A motion was made by Alderman Suozzi and seconded by Alderman Anderson to adopt the consent items. A voice vote was taken with a unanimous affirmative result and the motion was declared passed.
REPORT OF THE MAYOR Fine Arts Appointment – Mayor Jones said that Alderman Gatton has suggested the appointment of Debbie Norris, a Woerther School Art Teacher, to serve on the Fine Arts Commission for a 3-year term. This is the longest remaining unexpired term. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. TIF Bonds – Mayor Jones said that the Bonds will be sold on May 21, 2002, and proposed that the Board hold a special meeting on this date at 6:00 p.m. to authorize the bond sale by adopting an ordinance. A motion was made by Alderman Lembke and seconded by Alderman Suozzi to hold the special Board of Aldermen meeting on Tuesday, May 21, at 6:00 p.m. A voice vote was taken with a unanimous affirmative result and the motion was declared passed.
REPORT OF THE CITY ADMINISTRATOR Clubhouse Usage: A motion was made by Alderman Gatton and seconded by Alderman Suozzi to adopt the revised recreational facility policy. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. New Ballwin Road: City Administrator Kuntz said St. Louis County would like to submit for the funding of this project via a federal grant. Making an east-west connection by Holy Infant Church is outside the scope of this project. He asked if the Board wants to move forward in case there is another round of funding. The Board agreed. City Administrator Kuntz suggested holding an open house informational meetings for the presentation of the 3-lane design and, take public comments. He recommended making no further commitment to St. Louis County until this open house was conducted. The Board agreed and authorized that two open houses be conducted to give plenty of opportunity for the public to come. Boundary Adjustment Request: City Administrator Kuntz said the Lafayette Church of Christ has requested that Ballwin allow the City of Ellisville to annex the Ballwin portion of the land owned by the church. They have planned an expansion of their facility and it would be easier to accomplish if the entire site was in one city. This action requires that Ballwin and Ellisville pass ordinances and the approval of the Boundary Commission. A motion was made by Alderman Easter and seconded by Alderman Robinson to draft legislation to change the Ballwin city limit boundary at this location. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Clayton Road: City Administrator Kuntz said MoDOT has requested that Ballwin grant it some excess right-of-way along Clayton Road and is willing to trade for the right-of-way along Paulding Drive. He suggested that MoDOT make a presentation to the Board of Aldermen of what their plan is. The presentation should be made at an open Board Meeting so that the Ballwin citizens can hear first hand. ALDERMANIC COMMENTS A motion was made by Alderman Gatton and seconded by Alderman Robinson to authorize this action. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. A motion was made by Alderman Easter and seconded by Alderman Buermann to adjourn. The motion passed unanimously and the meeting was adjourned at 8:10 p.m. |
