PUBLIC HEARINGS None. LEGISLATION BILL # 3166 A motion was made by Alderman Lembke and seconded by Alderman Buermann for a first reading of Bill No. 3166. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3166 was read for the first time. A motion was made by Alderman Easter and seconded by Alderman Buermann for a second reading of Bill No. 3166. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3166 was read for the second time. A roll call was taken for passage and approval of Bill No. 3166 with the following results: Ayes – Easter, Anderson, Lembke, Gatton, McDowell, Suozzi, Buermann. Nays – None. Whereupon Mayor Jones declared Bill No. 3166 approved and it became Ordinance No. 02-25. BILL # 3167 A motion was made by Alderman Gatton and seconded by Alderman Buermann for a first reading of Bill No. 3167. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3167 was read for the first time. Laura Radcliffe, with A. G. Edwards, reported that $13,665,000 of TIF notes are being taken out plus interest, $850,000 of TDD notes and interest, leaving additional proceeds of $815,000; $407,000 each to the City and the developer. Some of the bonds sold at a discount because people think that interest rates might go higher in the future, therefore, they didn’t pay the full face value for some of the bonds. This is the reason the additional proceeds aren’t higher. The full payoff date is October 1, 2015, assuming the projections are met. A motion was made by Alderman Anderson and seconded by Alderman Easter for a second reading of Bill No. 3167. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3167 was read for the second time. A roll call was taken for passage and approval of Bill No. 3167 with the following results: Ayes – Anderson, McDowell, Suozzi, Lembke, Gatton, Buermann, Easter, Robinson. Nays – None. Whereupon Mayor Jones declared Bill No. 3167 approved and it became Ordinance No. 02-28. BILL # 3168 A motion was made by Alderman Buermann and seconded by Alderman Anderson for a first reading of Bill No. 3168. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3168 was read for the first time. A motion was made by Alderman McDowell and seconded by Alderman Suozzi for a second reading of Bill No. 3168. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3168 was read for the second time. A roll call was taken for passage and approval of Bill No. 3168 with the following results: Ayes – McDowell, Lembke, Anderson, Suozzi, Gatton, Buermann, Easter. Nays – None. Whereupon Mayor Jones declared Bill No. 3168 approved and it became Ordinance No. 02-26. Alderman McDowell asked if this information will be sent out to residents who have swimming pools. Mayor Jones said an article about this regulation can be in the next edition of the "Horizon". City Administrator Kuntz said that if a complaint is received, the offender will be advised of the regulation and be given an opportunity to correct the problem before any enforcement action is taken. BILL # 3169 A motion was made by Alderman Lembke and seconded by Alderman Buermann for a first reading of Bill No. 3169. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3169 was read for the first time. A motion was made by Alderman Suozzi and seconded by Alderman Buermann for a second reading of Bill No. 3169. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3169 was read for the second time. A roll call was taken for passage and approval of Bill No. 3169 with the following results: Ayes – Suozzi, Easter, Anderson, McDowell, Lembke, Buermann, Gatton. Nays – None. Whereupon Mayor Jones declared Bill No. 3169 approved and it became Ordinance No. 02-27. CONSENT ITEMS Norwich Court improvements Surplus Vehicles – sale bid Liquor License Renewals A motion was made by Alderman Buermann and seconded by Alderman Lembke to adopt the consent items. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. City Administrator Kuntz explained that originally only the TIF bon sale approval was to be considered at this special Board meeting, but by taking care of all of the additional items on this agenda, the stop sign can be installed, the construction on Norwich Court can begin sooner than planned, and there will be fewer liquor licenses for future approval. The next Board meeting will be June 10. REPORT OF THE MAYOR None. REPORT OF THE CITY ADMINISTRATOR None. ALDERMANIC COMMENTS None. A motion was made by Alderman Easter and seconded by Alderman Buermann to adjourn. The motion passed unanimously and the meeting was adjourned at 6:25 p.m. None.
