The Pledge of Allegiance was given. The Minutes of the October 28, 2002 Board of Aldermen meeting were submitted for approval. A motion was made by Alderman Suozzi and seconded by Alderman Buermann to approve the Minutes. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. CITIZEN COMMENTS None. PUBLIC HEARINGS None. LEGISLATION BILL # 3196 - AN ORDINANCE ACCEPTING THE STREETS OF JEFFERSON AND BALLPARK DRIVE FOR PUBLIC MAINTENANCE AS PROVIDED FOR IN THE CODE OF ORDINANCES OF THE CITY OF BALLWIN. Mayor Jones said that this bill had a first reading on October 28, 2002. A motion was made by Alderman Suozzi and seconded by Alderman Buermann for a second reading of Bill No. 3196. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3196 was read for the second time. City Administrator Kuntz said that when this bill was first presented to the Board, it was with the understanding that Ballwin was waiting for a final approval letter from MSD and that all issues were resolved. Instead a letter acknowledging the acceptance, an inspection needed to be conducted by MSD. That inspection was completed on November 8, 2002, however, there are deficiencies which must be corrected. MSD and Ballwin are holding bonds from the developer and there’s no doubt that everything will be addressed. At this point, all issues are not resolved because the improvements still have to be reinspected and approved. For the most part, all other issues that were on the punch list have been addressed.
A motion was made BILL # 3197 - AN ORDINANCE AUTHORIZING AN AGREEMENT WITH ST. LOUIS COUNTY FOR COMPUTER-AIDED REPORT ENTRY SERVICES. A motion was made by Alderman Robinson and seconded by Alderman Buermann for a first reading of Bill No. 3197. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3197 was read for the first time. A motion was made by Alderman Buermann and seconded by Alderman Lembke for a second reading of Bill No. 3197. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. Bill No. 3197 was read for the second time. A roll call was taken for passage and approval of Bill No. 3197 with the following results: Ayes – Buermann, Lembke, Robinson, Easter, Anderson, McDowell, Suozzi, Gatton. Nays – None. Whereupon Mayor Jones declared Bill No. 3197 approved and it became Ordinance No. 02-54. CONSENT ITEMS None. MAYOR’S REPORT Liquor License – Clancy’s Meat Market A motion was made Special Use Exception Transfer – Blimpie’s Restaurant, 15250 Manchester Road A motion was made CITY ADMINISTRATOR’S REPORT Ries Road Sidewalks A motion was made Recognition Designation Alderman Easter said she thinks that Red Loehr would not have wanted this building named after him. His family, however, would appreciate it. She thinks he would have preferred a golf tournament in his name. Alderman Gatton said a golf tournament could also be named after Red. A motion was made Operating Budget CITY ATTORNEY’S REPORT Manchester Road Sidewalks A motion was made ALDERMANIC COMMENTS Alderman Buermann commended the Ballwin Police and Metro West Fire District for the caring service they provided last week when his mother-in-law took a severe fall. He expressed his appreciation. A motion was made by Alderman Suozzi and seconded by Alderman Buermann to adjourn. The motion passed unanimously and the meeting was adjourned at 7:38 p.m. |
