THE MINUTES OF ALL CITY OF BALLWIN MEETINGS CONTAIN A RECORD AND RESULTS OF VOTES AND PROVIDE A GENERAL SENSE OF THE DISCUSSION.  THE MINUTES ARE NOT A VERBATIM RECORD OF THE MEETING.
The Town Hall meeting was called to order by Mayor Young at 6:31 p.m.  Mayor Young made the following introductions:

Mayor Young explained that the purpose of the Town Hall Meeting is to give the audience the opportunity to address the Board on any topic.
The next Town Hall Meeting will be held on November 14 at the West Springs Church at Ries Road and Big Bend at 6:30 p.m.
Kurt Sinn, 224 Crowsnest:  Mr. Sinn spoke in favor of the operation of generators.  He would like the noise ordinance changed to allow the operation of generators as a result of an emergency.  He said he lost power in a recent storm and lost over $600 worth of food.  Alderman Pogue believes that the code should be amended to allow generators to be used after the first 12 hours of a power outage.  Alderman Robinson believes that there are two sides to this issue and it needs to be carefully considered.  Alderman Lembke said some people have issues with medical equipment.  Ballwin should contact AmerenUE about doing a better job of tree trimming.  City Administrator Kuntz said there are areas in Ballwin that frequently lose power.
Olivia Pieknik, 385 Walnut Point Ct.:  Ms. Pieknik said that she is very interested in serving on the Comprehensive Planning Steering Committee and asked that her resume be considered for this position.
Vivian Morice, 139 Country Creek Ct.:  Ms. Morice complained about the neighbor’s sump pump dumping water into the roadway gutter.  She said standing water is causing an algae problem in the area.  This causes pavement deterioration and mosquitoes.  She said that neighbors have been injured in the winter due to ice at this location.  Mayor Young said that perhaps there should be some regulations to discharge the water to the rear instead of the front.  City Attorney Lucchesi said that if the water is flowing through the back, there are adjoining property owners that will be affected.  Alderman Pogue said that he has see the location that Ms. Morice is talking about and every time he goes by.  It’s wet from the point of discharge all the way to the storm drain.  Mayor Young suggested referring the issue to the Health & Safety committee. 
Alderman Lembke suggested that City Attorney Lucchesi look into this and present his findings to the Board at the next meeting.  The Board agreed.
Michael Apple, 912 Kylemore:  Mr. Apple said that the International Plumbing Code states that sump pump discharges must be at least 10 feet from the property line and must discharge onto a splash block.
Christine Brewer, 103 Meadowbrook Country Club Estates:  Ms. Brewer complained about the deteriorated retaining wall in the right-of-way adjacent to her property.  She said this is a dangerous situation.  She asked that the replacement of this wall be included in the 2006 budget.  City Administrator Kuntz acknowledged the City’s ownership of the wall and that it will be considered for future replacement. 
Gary Urbanel, 702 Redstart Drive:  Mr. Urbanel asked about the plans for New Ballwin Road.  Mayor Young said that St. Louis County will not participate and there is no agreement or design at this time.
Bernard Widdis, Sr., 1 Crown Park Ct.:  Mr. Widdis said the brush pickup after the storm was exceptional.  He said the Ballwin Police are professional and courteous. 
Al Zenhoffer, 15062 Clayton Road:  He said there is a problem with mosquitoes and there is a dead deer in his front yard since 6:00 a.m. this morning.  City Administrator Kuntz said that Ballwin has a contract for deer removal.  It will be taken care of.

There were no further comments from the audience for the Board, and the Town Hall meeting was adjourned at 7:15 p.m.
